Building control and door closers.

We have just fitted a door closer on a door as requested by building control. I dont think we carried out the fitted correctly since it turned out to be a nightmare to fit, requiring the strength of 2 men to do it properly. (we fitted one side in, but had to use a lot of force to position the other hinge into place to screw it in...). Anyway, its done now, and the door closes automatically when opened but it remains slightly ajar. Is it ok if its slightly ajar or will building control require it to shut firmly?
We used a Perko closer on a fire door.

Any advice on where we went wrong during the fitting would also be appreciated.

If the door doesn't shut fully then it won't be able to stop the passage of smoke or flames in the event of a fire as there'll be an air gap, therefore it won't comply so unless he doesn't spot it he's unlikely to sign it off. You should be able to adjust your closer so that it does shut unless as you say you've buggered up the fitting. Even if he misses it you have a responsibility to whoevers going to be using the property as we all know smoke kills and all that stuff.

Take out the perko closer and check if the door close correctly, if not, twisted hinges or rubbing on the door stop, if it's okay then the perko is not line up correctly
