Building front porch - advise on footings - mesh needed?

Hi All,

Building a front porch and have just about dug up the trench etc. Engineers plans indicate that it's 1m deep with 400mm high by 600mm wide mass fill footings. I'm fine with that.

Buried in the plans it states "concrete for mass fill to be Gen 3 mix lap lengths for mesh to be 300mm"
So I need to incorporate mesh within the footings?

The ground is clay for movement potential.
