Building new stud wall - what happens here ?

I am going to build a new stud wall. The picture shows the current floor. Where you can see the handle of my saw i intend to build over that. So it will sit on the joist which has some whitish copper piping running down the side of it.

The only way i can build this wall is off the chip board floor, not off the joists as i would like as they are running the same way. Is there anything i can do to make this area stronger ? I cannot get noggins in due to all the copper pipe (on one side of the joist).

I was thinking in the future if we had to cut the floor open we would be stuck.

any ideas on the best way to solve this problem ?

You *should* double up the joists under a stud wall.
Slide another joist in next to the existing one (might be a bit awkward if the pipework is in the way) and bolt through using M12 bolts at 450 centres, staggered 1/3 2/3 height.
