Building over a private sewer?

Hi,

I have an old council house (bought outright). On the united utilities searches when i bought the house the sewer points front and back of the house (yes i have both!) are not shown on the searches. This is what makes me think its a private sewer.

I want to build a conservatory over it, can i do it if i make the flooring out of decking planks lets say, therefor it can be lifted when needed to access to the sewer?

I'll prob have to get permission from the council but thought i would ask here also so i have an idea of what to expect.

You can build your conservatory with needing permission from the utility people or the council
 
Spoke to united utills and it's not there's, it private. Spoke to council and they said I don't need permission so I can build over it , just make sure it's accessible somehow. That'll do for me!
