Building warrent

I have been trying to contact the building standards department at my local council for some time, phone call never gets answered and the e-mail address does not work. I am trying to find out some information on what work on my house needs a building warrant.

1. There is a little store room at the front of the house, plumbing still under floor from when used to be a cloakroom, would like to convert this back into a cloakroom

2. Partition wall between the front room and dinning room.

3. New consumer unit and kitchen ring main.

Any help would be great.

Look at it this way.

Some one on here says no warrant required, so you go ahead, then some one asks did you get a warrant, and you have to reply, "Well a pesron I don't know, that I will never meet, on a forum I sometimes post on said I don't need a warrant"

doesn't look good does it?
