Buried cables, 17th and an RCD!

So, what is the concensus on the below...

If you are called to a house to put up a new light fitting in place of a pendent or other light fitting and the circuit is not RCD protected, would you change it anyway?

Same thing when changing a light switch from a plain one to a chrome one for example?
 
I'd do it.

I would only install an RCD if I was installing cable which falls foul of the >50mm rule.
 
I think I may ask the NIC area eng, but can imagine what the reply will be!
 
Bas, you wouldn't change a fitting or switch unless the customer allowed you to install RCD protection to the circuit?

No cables are being installed so I can't see a problem with changing the fitting or switch but it's worth noting on your MWC that the circuit lacks RCD protection for concealed cabling installed less than 50mm from the surface.
