All the lighitngs on the ground floor of my apartment are obvioulsy in a ring circuit. however, recently, when u try to switch on the lighting from the wall switch, it just comes on briefly like a flash and goes off again and thus the incandescent bulb is burnt. The exception to this are the fluorescent lightings. Even when the bulbs are replaced, the situation is repeated after a few days.Could there be a short-circuit some where and what simple tests are available to confirm the cause of the problem.

Communal building??

Neighbours having the same, worse or not as bad??

Sockets being effected aswell??

Are the lights fed from a different fuseboard as the sockets??

Sounds like a classic lost neutral on a 3 phase supply to me, but only on the lights??

more likely a radial

LECTRICIAN: all the lightings affected are on a sinlge MCB on the Consumer Unit. This particular MCb has been tripping off randomly for a time now. Neither sockets nor any other appliance are affected. It is not clear whether other tenants within the block of five flats are affected

NOTE: the circuit has all the xtersitics of a ring circuit

In what way??

Sounds like your lighting circuit could be somehow interconnected to another circuit, even if it is just the neutral or the live.

I think you need to get a decent spark out to take a good look!
