Is this considered acceptable, or should the flexes be under a cable clamp? It's in the airing cupboard, so the devices they're attached to don't move, and there would be no reason to touch them - except by accident.
(Posting here and in the UK electrics group to see if electricians and heating engineers agree with each other.)

You could really do with a proper wiring centre, that will have all the cable clamp and connections needed.

Its acceptable in the sense its very common, I would not use a strip connector always use dedicated junction box.

By the regs, Any mains cable whether flex or t&e must be prevented from mechanical strain on the terminations.
This would be by either clipping or runs that are short enough to be impossible to snag.
For flex you also have the option to use strain relief clamps.
This applies whether the cable is in the loft, airing cupboard, or portable equipment.
So in terms of the regs, no it's not acceptable.

However, in general terms, it's not crime of the century, and subject to a risk assessment of whether the area may be used for storage/hide and seek eg out of reach or in an area that's inaccessible, it may not be an urgent issue. I would say it's bad workmanship and would recommend remedial work in most situations.
