Camray 3 locks out on first start up when cold, any ideas. Pump has been renewed

Camray 3 goes to lock out on cold start up, pump has been replaced becuase it would not start at all. Will start if push lockout button. Any ideas as to problem

There is a possibility that the motor start capacitor has called it a day.....on the first start up attempt can you hear a motor spinning or is there just deadly silence?

Or maybe the mixture is too lean causing lift off at first start.
