Can a vented chimney be insulated

We have removed gas fire and will place a vent in downstairs fireplace. The chimney is not capped. Mid terrace house. Is it possible to insulate an unsused vented chimney whilst still allowing some airflow to prevent damp?

Suggest you place a cap on the chimney pot, this will do two things, reduce the overall air flow and prevent rain water from entering the Flue.
