I have said it was only verbal advice, but he’s still refusing.

Are you saying this refusal is to my advantage?Yes, he can refuse, hopefully you have the refusal in writing, and the suggestion that it all needs ripping out - you can then, hopefully, go about recovering the amount you paid in deposit for the work.
Yes, it’s an additional £620 from the original quote - due to the extra labour to remove old materials, disposal of additional etc.Have you had a quote from the other guy, to do it properly?

I’ll have to beg to differ on that one. There was no existing upvc on any of my Fascias nor soffits before this work began.Removing the old materials, would be part of doing the job anyway, whether it was as it was originally, or as you find it now.
