Can I build a 9ft long fence ?

I want to build a wooden fence section between a concrete post and fix the other end to the house wall.

The span is around 9ft, I can also add a strengthening bar from another fence at the top.

Is this going to be possible strength wise ?
If so what thickness timber would be best ?
Would I use featheredge ?
Or is there some way of using panels ,?

At the end of our garden there are 10' panels of arris rail and featheredge construction (neighbours fence).
One thing to think about is the extra flex in high winds. If the arris tenons are short they may pop out.
