Can I cut some out of cooker cabinet

Hi, I’m fitting a kitchen but the cooker point where it will be connected to is a bit high for the backing rail.

Im wondering if I can either cut a bit out of the rail, (seems a bit too structural to do this ?

or move the rail a bit lower ?
or do I need to get the electrics moved ?
 
Cabinet structure gets most of its strength when the worktop is fitted, and moving that rail would be awkward as it will be dowelled in.
I’d cut the minimum out of the rail to get the outlet accessible, and fix those angle brackets too.
