I have been reading and trying to understand the recent new part E building regs regarding sound proofing. I used to be a bricklayer and can turn my hand for most DIY jobs so would like to do as much as I can in the small flat I am converting. I don't know if my reading of the regs is right it looks like all the sound proofing system etc has to be done by a accredited professional? anyone tell me if this is the case please.

No anyone can do it. apart from sound testing but if the building is existing then testing shouldn't be an issue.
