Here is the wiring at present just outside my bathroom in a cupboard.

Can I get an electrician in to wire like this....?

bearing in mind the floor is concrete and the walls were plastered recently and running aother spur is out of the question. Underfloor heating is 800w.

I take it its a spur from a ring circuit? I don't think it will pose too much of a problem only being 800W, your spark will need to add fused spur units as necessary to correctly fuse the loads.
