can i pop a hole in the concrete

Small enclosed area in front of my house is sort of boxed in and fills up with water every time it rains. There is a soakaway drain which doesn't work very well. I was thinking I might pop a couple of holes through the concrete to allow the water to drain away? Its quite close to the house...will I be risking water getting under the house? Apologies if this is in the wrong place...first post. Thanks
 
Drilling holes can let water in as well as out!

You need to investigate the drainage properly. Does the soak away just fill up and overflow ? or is the problem something else?

Just to be clear what do you mean by a soak away drain?
 
Unless there was a considerable void beneath the concrete and that unless the hole was made big enough along with debris protection, it is likely to just clog up.
 
Can you drill a hole at a downwards angle through the "wall" of the boxed in area.
Do this on the opposite side to your house.
