Have just had a low wall rebuilt in the garden. There is a large gap between the wall and the garden behind it. Can I fill the gap with hard core, stones, shingle and clay soil?

Is this for retaining or just an infill?
If it's just an infill, I don't see why not, but if it's to retain the garden, hardore/stone can still be used, but I would also pour concrete with it.

Yes, it's a replacement retaining wall 20" high. I will add some concrete with the hardcore. Many thanks for your advice.
