Can I skim over woodchip?

It's a bugger to get off. I was wondering whether it is doable / acceptable to skim over, like you'd do with artex? Presumably with a pva coat first?

You could, but it's strongly not advised.

You don't know how well the paper is bonded to the wall.
It's a bugger to get off but only because the paint that's usually been applied over it over a very long period
