Can i tile over tile paint ?

Can i tile over tile paint ?

I gather there is an oil based version and a water based tile paint and i'm not sure which it is..

Either way, it is for wall tiles and the paint is peeling off in places..Is there any prep work i can do or is it best to remove ?

It's a full bathroom
