Can you put lining paper directly over hardwool?

Hi can you put lining paper directly over a wall that's been skimmed with hardwool?

Do you mean hardwall, the undercoat plaster? If so then no, you’ll need to skim the hardwall plaster with a finishing plaster (multi finish).
 
depends on the surface of the hardwall - why not post a photo of the wall?

Hi I had to remove all the plaster of one wall as it all debonded, I've got a plaster coming to do a skim of hardwall and he advised to lining paper the hardwool once skimmed to keep costs down etc as the room will need to be fully renovated in a few years time

Unusual but if he closes the pores in the base coat and gets a decent finish on it I don't see why not.
You will need to seal it before papering and it will make it more difficult to remove in the future.
