think this boiler has a diverter valve with a cage type fitting that goes in the middle of it. this is often the problem with them.
they are a pain in the butt to change (vokera guy taunt me how to get them in without scrunching it)

sounds like a service kit would come in handy 25 quid ish. a good engineer should be able to sort it. dosen't have to be a vokera one.
