the actual electronics to work the bulb are in the lamp holder that you buy separately usually in a form with a glass cover

You can safely wire anything single phase which draws 13amps or below, to a standard 13amp plugtop - remember to fit a suitable fuse to suit the appliance being powered - a light fitting needs a 3 amp fuse in it.

The fuse is to protect the cable supplying it - not to protect the appliance. BS 7671 allows standard lighting circuits to be protected by up to a 16A protective device.

However to muddy the waters many fan manufacturers stipulate that a 3A BS 1362 fuse must be used to supply their fans - and BS 7671 requires that manufacturers' instructions be observed.

What kind of wall or ceiling luminaire installation is going to look anything other than total sh*te if it's connected to a plug?
