Cannot remove locking ring on PURA single outlet shower valve

Hi I need to change the thermostatic valve on my pura shower but I cannot remove the locking ring in front of the shower plate. The ring just rotates loosely with the cylinder it is fitted over as though it is one piece. Ive tried WD40 and grips but i just cant free it. I have attached a photo. Any helpful tips appreciated.
