Can't get new Cistern water tight!

Cistern always watertight with pan connecting kit partially installed.

Plastic nuts at very bottom so as not to crack the pan... Usually no metal against the ceramic... Not even a penny washer.

As you said above... You installed it incorrectly. But instructions are usually absent or incomprehensible!
 
Despite these the double conical washers, I still could not manage to get the cistern watertight. There was still a trickle (albeit minute) of water making its way down the screws, causing occasional drips.

I then added an M6 washer to use between the screwhead and the metal washer like this.

This did the trick and appears to be watertight now.
