Cant Switch On Just The Hot Water

Hello helpful people

I have an old boiler - Its about 20 years old.

It has a Drayton programme switcher . I have noticed that I cannot switch on just the hot water. If I want hot water I need to switch on heating as well or use the electric immersion heater which is super expensive

If I change the programmer will this fix the problem?? Does anyone know what it is likely to be?

It sounds like a motorised valve is jammed. See picture below.

Can you move the valve by hand?
