Catch 22 Advice re Certificates

Where does the OP say that the electrician has refused to supply the certificate?

The problem now is that the electrician and client now need to decide whether to go ahead and rewire, or leave any substandard circuits disconnected.
Or reconnect them - the electrician has no power to force the disconnection of substandard circuits.

If he's not happy for them to be on the new CU, a situation which he gratuitously created, then he must return them to the original CU.

Please note it is not domestic so the electrician has the power to force the disconnection of substandard circuits. This is part of the electricity at work act.

As an industrial electrician it seemed to me a stupid rule as all well and good saying the electrician can countermand the orders of managing director but in most cases if he did he would not keep his job long. But that is what the HSE says and if you don't you could find yourself in court.

Domestic is different as there are also laws about leaving premises uninhabitable and before a supply is removed there are all sorts of procedure to go through to ensure the occupants are re-housed.

To tie this up.
The new boiler was sited away from the old boiler, so a new Fused spur socket was needed. When this was wired back to the the old fuse box, the box was considered inadequate, so replaced with a new board. The lighting and power rings then needed swapping onto the new board.
Some lighting conduits were said to be inadequate and replaced with new lighting circuits before attaching the replacements to the new CU.
The power sockets are said to be inadequate, but to keep us operational have been swapped onto the new board. The old fuse box has been removed.
We want to stop at this point, get what has been done certified as OK and then consider whether we go ahead with all the power rewiring.
This we will achieve by following Bongo's post.
Hopefully we can end up with a current certificate for the work so far done, a reccomendation as to what further work is needed and then later a second certificate covering the further work.
