Or reconnect them - the electrician has no power to force the disconnection of substandard circuits.The problem now is that the electrician and client now need to decide whether to go ahead and rewire, or leave any substandard circuits disconnected.
If he's not happy for them to be on the new CU, a situation which he gratuitously created, then he must return them to the original CU.
Please note it is not domestic so the electrician has the power to force the disconnection of substandard circuits. This is part of the electricity at work act.
As an industrial electrician it seemed to me a stupid rule as all well and good saying the electrician can countermand the orders of managing director but in most cases if he did he would not keep his job long. But that is what the HSE says and if you don't you could find yourself in court.
Domestic is different as there are also laws about leaving premises uninhabitable and before a supply is removed there are all sorts of procedure to go through to ensure the occupants are re-housed.
