Caulk before or after papering

Hi everyone

My plastic skirting board has lots of gaps between it and the wall and I think I might of made a mistake. I have papered it first and then intended to caulk the gaps. Is this the correct way around or should I have caulked it first? On trying to caulk it with the paper on, it leaves a film on the new paper. Is there anyway around this problem please?

Caulk before papering and allow to dry or you'll have white marks all over your paper. Unless your hanging a blown vinyl that's going to be painted, then it doesn't matter.
