Cavity wall closers

Builder has finished building new extension but on plans says he should use 65mm therabate cavity closers, at present they are all open. I will insist he uses them but is it too late to fit them (do they get built into the wall or do they just slot into the top of the cavity). He originally told me, the plasterer will close the cavitys with plasterboard, is this acceptable?

Insist your builder fits cavity closers; just using plasterboard is not acceptable. It’s not too late as they just slot into the cavity.
 
They are quite expensive which is probbably why he has left them out !
could also install a vertical dpc behind facework and cut kingspan or celotex to size of cavity and slot it in tightly then put a thin skim of mortar over.
