Ceiling - paint peeled away in places…

Old paint on old plasterboard ceiling. Whilst doing some patch repairs around some hairline cracks, the original paint has peeled off revealing clean plaster.

There’s several areas where you can feel the difference between the fraction of a millimetre of unpainted and painted ceiling.

Will filling and sanding before painting tidy this up nicely?

Assuming that the ceiling has never had a lime based paint applied, it may be the case that the first coat of emulsion applied wasn't diluted first.

Feathering out the areas with filler will be fine. I would recommend Toupret TX110 if you have a sander connected to a dust extractor, in the event that you don't, use Toupret RedLite. The dust from the latter will not stick to everything (unlike the former).

In the event that that first coat was not diluted, be careful when rolling the areas. As the old paint become soft, the roller can pull the paint off. Products such as Zinsser Gardz can help to eliminate the problem. It is also worth mentioning that the water in the filler may activate the old paint, it is unlikely given how thin the filler will be, but it does happen.
 
No lime based paint, just emulsion and yes it does look like there was no 'mist' coat applied at all. Thanks for the tips!
