We have recently had a new extension built. We had a very detailed quote from the builder, with a qhile section for plumbing and heating installation. One of the items on the quote was for a new boiler and hot water cylinder, with associated radiators, towel rails and trv's.
The builder has now given us an invoice for installing new controls, 2 nest learning thermostats. Would you not expect this to be included when installing a new boiler?

As you had a very detailed quote, where there any room thermostats on it. If not, and they were fitted then it seems reasonable to charge for them.

It is not always necessary to change thermostats when a boiler is changed, often the old controls can be re-used.
 
It's difficult to give a definitive reply without being party to the whole process and any discussions; but here are my thoughts.

If the new controls were listed as part of the supply in the original quotation then yes.

If the original plan was to reuse the existing controls then no. New controls are not automatically required when a boiler is replaced. If you employed someone to replace a light fitting, it doesn't follow that they would automatically fit a new light switch as well.

If there was a problem with the existing controls and this was found at the time of installation, then it should have been discussed with you at the time and a quotation given for the extra parts. If the problem was known beforehand, then I would have expected the quotation to specifically include the new controls or specifically exclude them so that you were aware that they weren't part of the package.

If you requested them after the quotation was presented then no.

Have you asked the builder why they have been charged extra and were not included in the quotation?
