But the OP states that the Contract wasn't awarded on "cost" I thingk the real issue is the last minute variation to use Trunking - it is a big difference

Pendock is the only option in flats, the only trouble is that it costs a couple of limbs per length and is a pain to fit but it's the only way to go.
