central heating problem

hello.when my water /central heating programme is set to water only ,the central heating also comes on,radiators hot.i was advised it could be a motorised value problem.i found a small metal box with a small slideable metal handle in the airing cuboard after i moved this to see if it would move now the hot water will not come on .any ideas please .if value needs replacing does system need draining thanks.
