change converted flat door to open out

I want to put a corridor between the flat door to allow direct exit from bedroom. Can I negotiate with the upstairs flat sharing the hall to open my door outwards into the hall? (I want to replace it with a 30 minute fire door anyway.)

You need to negotiate with the building owner or agent, and negotiate with building control on fire regulations - an outward opening door may not be acceptable to them

The leaseholders share the freehold and the basement flat is self contained. I want to know if it is a total non-starter or if it is worth pursuing.
