I have heard that they aren't obliged to provide an external stopcock 
I got one of these for about £15 in B&Q which operates my outdoor cock
it is about a metre long and has a crutch for a tee-handle, but also fits the large square of my stopcock.
it also has a small square but I have heard they are not so good as recessed into the head so may not fit. It has quite a large T-handle so applies plenty of leverage.
