If changing a few sets of taps on a y-plan system. Would you drain the cold water storage cistern? Attempt to turn the cold feed to the cylinder off? I don't think it fully turns off in this situation. Or bung the outlet pipe from the tank. Thanks for your ideas.

Same difference, just turn the cold water off at the mains and drain down via the taps, both hot and cold if changing both taps.
You might have an isolating valve for the hot water, to avoid draining the tank and cylinder down.

Only the cold water tank (the large tank in the loft) and the hot water cylinder, not the smaller heating system header tank.

no need to drain the cylinder - once the loft tank is empty then the hot water won't flow.
It will partially if a tap below the cylinder is opened.
All the OP needs to do is turn the hot taps on, when the flow stops, it is OK to change taps..

Careful if you're going to drain down the cold water storage cistern (cwsc) that feeds the hot water cylinder.
You could end up with an air lock, pipe run dependent and you need to check your cwsc is clean otherwise you could draw down a lot of material into the system.
Better off either shutting the feed to the cylinder down, there should be a red gate valve somewhere (caution - they can jam/break if not been used in years) either that or bung the cylinder feed from inside the cwsc.

Bung tank outlet and replace faulty valve with a full bore lever valve.
