There was mention in another thread referring to chav's, but what exactly is a chav, and what makes a chav?

Is it a dress code, their behaviour or lack of intelligence?

What makes a chav?

It is someone without the intelligence to improve, hence the desire to wear tacky jewelry, awful peak caps, indiscreetly display hideous tattoos, wear ridiculous sports clothes (i.e. tracky bottoms, shell type clothing and football shirts) and drive a sh itty hatchback with a noisy exhaust.

They even have their own language - a kind of text speak with a gangasta accent.
