Chipboard Bulge

Hi all,

I was wondering if I could get some advice after reading a few posts here about my problem (all of which sound like bad news to me!). Im currently redecorating the walls and installing laminate flooring in the living room.

When I took off the carpets, I found a number of bumps on the chipboard below, which is probably due to water.

I cleaned off the area hoping it might be ok for me to install the underlay and laminate anyways but now im doubting i can.

Here are some pics of the offending area... So is it ok for me to install over? or am I going to have to cut it out and install some in?

 
if its raised more than 2mm then its shot the the damp has penetraited more than 1/3 thickness so not enough structure left
 
damn, it was raised about 5mm. So am i right that a replacement is in order? I haven't worked with chipboard before so im not entirely sure what this would entail, especially when its so close to the wall.
