Chipboard flooring viability

I want to replace my carpet with LVP or laminate and luckily when I pulled up the carpet there's already chipboard laid down under, but I don't know how good it is as it seems like it's gotten mouldy around the sides and corners of the room where it's close to the window.

1. Can this be salvaged or would I need to rip it up?
2. Would I need to do anything about the screw holes from where I removed the carpet grippers?
3. Is the silicone on the side the right thing to have there? If I need t patch it what kind of silicone should I use?
