I have just purchased a new Vauxhall Vivaro. When using my jet washer to clean it, I am getting a faint tingle when our Labrador comes onto the drive and I stroke it. I have full rcd protection by means of rcbo’s. This tingle is noticeable verging on uncomfortable. It only happens when my left hand is on the dog and my right hand on the washer (double insulated) and just a rubber hose leading to the trigger. I have ramp tested the rcd and at 24mA, that seems about normal. However, when my ginger cat enters the scene, looking for some fuss, there seems to be no shock from either stroking hand, whether the Labrador is present or not.

Is there a specific test for this, I have a copy of GN3 put neither the index or page pouring seems to assist.
 
I had the same thing and was a bit of a problem for me for some time.

A lovely blonde that I knew, every time I 'stroked' her, I had this immense tingling sensation all through me.

Then on another night, a lovely ginger girl, but she just didn't make me tingle.

Now, I'm not saying there's anything wrong with gingers, as there isn't, infact it really suits girls. But she didn't make me tingle, only the blondie did.

Put it down to love, you love your dog more, you tingle when you 'stroke' your dog.

But don't let your cat feel unloved, ever.
 
I have had problems from a guard catching drive belts to wind across a tower crane causing a static charge to build up.

I have also had real electric shocks being attributed to static. In both cases bonding will likely remove the problem.

I have also worked on high pressure washers where isolation transformers and generators are used often for the ignition circuit for the burner. With that in mind there is only one way to find out and that's to be on site working on the machine this is not a problem which can be worked out on a forum.

As your washer is double insulated therefore unlikely that there is an earth connection, you are not relying on the RCD protection as earth leakage will not be detected. It sounds like there is a failure in the basic protection of the double insulated enclosure of the washer, increased by moister/ingress of water.
The lab is likely to be offering less resistance to earth than the cat, and a path to earth is occurring.

Bond the dog.
No need to isolate the cat.
