Cistern doesn't stop filling - need some advice!

Hi,

I have a Macdee concealed cistern. It's recently started to overfill, which results in litres of unnecessary water running down the toilet.

The float moves to the top at the right time (I've tried adjusting it), but the water continues to come through, dispite the valve being closed. It then randomly stops when it feels like it.

It looks like the water is coming out of the pipe at quite high pressure - I'm wondering whether it could be scaled up which is stopping it flowing normally, but I'm not sure how this is actually meant to work.

Any advice as to how to fix this would be much appreciated.

Updated so the video works now.

Would the washer be causing the water flow to be restricted? If you look at the video, it almost appears to be partially blocked.

Should also mention that it doesn't do this every time, tends to be every 2/3 flushes.
 
The float valve looks like it is not moving up and down, make sure the float valve is free moving and not touching the side of the cistern.

That's the strange thing, the float valve does move up (i'd adjusted it so it moves up sooner, to see if it would help fix the problem).

The float moves up, and the valve at the top closes, but the water continues. It then randomly stops when it feels like it, without any further movement of the float / valve :confused:
