Cleaning Victorian Quarry Tiled Floor

Hi, Does anyone know how to clean up a Victorian quarry tiled floor please? Most of it seems to be coated in something that is very difficult to get off by hand. Tried a hand held steamer, scraper, wire brush but it is very time consuming and not very successful. I was wondering whether it would be advisable to hire a sander. Any ideas/suggestions?
 
I would try a mechanical floor scrubber before a sander, which you can hire from most of the national tool hire companies, they can also advise on the cleaner to use for your particular problem...pinenot :)
