Closet bowl assembly to floor

Close coupled closet suite:
I am just about to assemble my closet bowl to a cement floor.
1) I find that the bowl does not fit flush to floor but you can rock it albeit a small amount (mm or so).
2) Also the bowl is at a very slight angle when I put a spirit level across it .
Any advice on how to deal with the above two problems would be much appreciated.
 
cut some wedges from timber...of use those small window wedges ( should you have any to hand) cut off flush with base after fixing down
 
With the spirit level I have levelled up the closet bowl with cardboard and I find on one side I needed 5mm and at both ends required 2.5mm.
How wide should I make the wedge and do I need to space them round the bowl.
Is the silicone to hold the wedges in place ?
 
5mm is quite a lot. Consider bedding it on sand/cement. Or wedges out of say, 22-25mm timber. 25-30 mm gap between each. Silicone tidies up the gap. I got a bag of various plastic wedges of all thickness from local Alsfords..Timber merchant..under a tenner. useful for all sorts.
