Coach house new build

Hi I bought a newbuild 2 bedroom coach house 6 yrs ago the house runs along the top of 3 garages ( I own the middle one ) I have parking space in front & garden to the rear with access through side gate. I want to convert the garage to bedroom with access door to garden & access in hallway
The housebuilders have removed PD rights is there anything I can do ?

No. PD was not removed by the builder but removed by the law - it only applies to houses, not flats.
