Personally I don't think this issue is about the boiler position since the boiler position must meet the requirements of manufacturers’ instructions, Building Regulations Parts J and P, the Gas Safety (Installation and Use) Regulations and relevant standards such as BS 5440.
BS7671 relevance is more to do with the electrical connection to the boiler and for a plug socket arrangement it is 3m horizontally from the boundary of zone 1.
It is does not stipulate specifically any restrictions outside zone 2 on FCU's however.
