Combi boiler is on when no heating or hot water is being used

I can't remember off hand, but think it's something to do with the pump as some Baxi's do it as well

They're not when installed by someone who knows what they're doing!
Developers won't have a heating engineer on the books and don't want to incurr costs getting one in!
