Comparing felt roof options

Hi, I need to replace the felt roof on my garage and got three quotes, but I'm not sure if the materials or methods used are different or which sounds like the best option. The quotes were:

a) 1st layer bs747 type 3b, 2nd ht180 bonded in hot bitumen, 3rd technatorch sbs torch on green mineral cap sheet

b) 1b vapour felt, 2 layers hot bonded 3b mineral felt.

c) refelt 3 layer built up high performance system finished in torch on mineral

if any makes any difference they are in price order, most expensive first.

A doesn't need the 3b, its newspaper grade.

B Is a ***** system.

C You only need 2 layers of HT felt, underlay and mineral finish. Some like to nail one to a timber deck, but its not required with elastomeric felts, unless there is a flame travel issue.
 
Thanks Xenon, so assuming the work is done by someone competent options A or C would be OK? Is one better than the other?

Option C with 2 layers, and the appropriate discount.

If they cannot get a 10mm bead of bitumen bleeding out the laps of the mineral layer, look elsewhere.
