I have recently moved to a different area of the Country and want a small amount of building work done. There is no chance of recommendation as no neighbours have had work done recently. Is there a competent person register for bricklayers? as there is for electricians.

Do you want a proper bricklayer , or just someone who can lay bricks? Or a general builder?

The local council may have an approved/recommended list - most likely this will be the Trading Standards section, not the housing or building control depts

But the best way, failing recommendation, look out for local work in progress and check out the quality. I am sure some guys off a large site may be tempted for a weekends work for cash

Bear in mind that no register is a guarantee of quality or competancy
 
You will be lucky to find many large sites in progress in Cornwall at the moment. However in the West Country most people get work through word of mouth, and are less likely to use anyone that they don't know.
Its much harder for a bad tradesman to survive here than in somewhere like London. The pace of life is a bit slower down here so you might find that it takes a while for someone to actually get round to looking at the job. Doing it could be even longer.

Too right......... every thing down here is done at Cornwall time.

It depends on where you live and the size of the job but I can do bricks and block work or I can recommend someone who's work is of good quality and would have back to do work on my house again.
