Concealed cistern no lid

I've been to look at a concealed cistern leaking on flush pipe to pan. The cistern has no lid fitted. Is this an issue?

As long as you don't get mice falling into it I wouldn't have thought so. Is the cabinet well sealed against vermin and insects getting into it.
 
The covers for those cisterns are notoriously fickle and not fitting properly and then falling off, you might find it on the floor. TBH it's a toilet so it doesn't really matter what gets in there. Sometime I use a bit of duct tape to hold them on, never really lasts though.
