Concrete fence posts have some deflection when pushed

Had some concrete fence posts just installed . One is rock solid . Others have a bit of movement when pushed gently at the top . They spring back rather than just flop . They used concrete they mixed up not postcrete .
Should there be any such movement or has the base failed ? Post were set and panels hung on the same dayb
 
You could get them back to add more concrete?
Or carefully dig on your side and expose the face of the concrete and add some post mix yourself.

How long have the posts been up? It’s not good to wiggle the posts if the concreted hasn’t set yet
