concrete lintels ?

You should have gotten a written confirmation from the engineer as to what services he was providing prior to him turning up.. one you sign etc to agree to the works..
If in this letter he agreed to provide calcs for the works then you are by all means entitled to them and should request them from him, but may only recieve them after payment.

As far as the building inspector goes.. did you show him the letter from the engineer? Its down to liabilty, if the inspector is aware of someone else taking reliability for the design of the lintels will more often than not refer to their specification.. when its down to their judgement they will specify something they deem suitable (image you had 100 lintels to put in, cost between a 110 and a 150 is fairly large)

Lintel size varies from company to company, Tarmac Topfloor specify a 100x100 lintel.. whereas Naylor have a 100x110.. ACP's closes is 150x100.. really depends on your source..

In the end larger is always better.. so your covered.. the £400 is for the insurance liability in respect to the design (even if i would consider it pretty high for a couple of lintels).. was that the figure quoted when you agreed to the work?
 
Well unless he did a measured survey of the upper floors.. seems a little steep on time.. for as you say 4 lintels.. would have expected about 1/2 that.. even so seems you went to a higher end engineer cost wise and you should have gotten a fixed fee (like most building works better to know what its gonna cost ya)..

Maybe phone the eng company and talk to someone above him.. if there is anyone..
